She worked hard in school but was overlooked by her more loud, boistrous predatory classmates. She was bullied, pushed around and didn't have many friends. However she spent her time studying and ended up at the top of her class. She got into a high class university and graduated with honors, following it up with a law degree. Her parents were proud but Dawn still felt overlooked especially when she was overlooked for jobs. Mayor Lionheart, going up for a second term, hired Dawn. She was happy, hoping he hired her for her degrees and credentials but was devistated to learn it was just to get the sheep vote. Infuriated, Bellwether bided her time. While traveling with Lionheart to garner votes, Bellwether discovered a sick weasel, acting vicious and ferocious after being exposed to the Night Howlers. And she got an idea. Bellwether, lunching with a predator one day, fed him the flower. And he went savage. And she had her plan. If she could scare the population, the prey population away from predators she would be appreciate, looked at for guidance. She would be in power. However the predators she darted started going missing. And then she figured out what was going on. Lionheart was trying to cure the predators of their afflication. Bellwether flipped the script and framed Lionheart for actually darting the predators. And with the help of new ZPD member Judy Hopps she was able to stir the frenzy of fear among the masses. She thought she won. Until Judy and Nick came back and saved the day. Dawn was placed in prison for her crimes against zoomanity. But with the shift in the world Bellwether knew she had to get a peice of the power Maleficent was doling out. So she planned and executed her escape. Now she's at Maleficent's side, content to bide her time until Maleficent needs more territory.
